Since your incident was a hit and run, a DUI/DWI, and driving without insurance, it is, at minimum, a misdemeanor. AND a cop was there who saw the accident, AND took down the license plate, yet nobody was cited/arrested/charged?

OK, so a report wasn’t filled out, but a record was? Why would they fill out a record that does nothing? And how does feigning injury avoid paying one’s deductible?

Why was it a non-reportable? What makes a crash record reportable vs. non-reportable?
