No they are two separate entities with no ties to each other. The guys running the LMP2 team were fired by the owner of the F1 team at the end of the 2015 season so they started the LMP2 team.

That LMP2 program isn’t the same team group of people though. They used to run the F1 team until the new owner ran them off.
