Yeah, it was a nightmare when I lived there in the 90's. Was living in Tustin at the end of Newport Ave., then moved to Foothill Ranch. Eventually settled in Temecula in 2001 to get away from the traffic. Of course, now, in 2017, it’s just as bad on the 15! Takes me 3-4 hours round trip every day now to get to work in
