Oh that's a fair point, but she's still a person who has been placed in a level of authority on the bus. If she goes to a principal or someone, they aren't going to dismiss her.

I have a really big problem referring to her as a "bullying victim." I think we may be watering down the definition of bullying until it just means, "Suffered from hateful rudeness or taunting or general shittiness from someone else."
