If you actually watch the video... it is kind of clear he’s doing to for satire (I mean he continually blasts himself with the sprinkler in the first 15 seconds of the video as well as rubbing away the grass himself to “demonstrate” what other whippersnappers are doing.

It’s satire - Youtube description is tagged #mischef explicitly says all people shown getting sprayed are in on the prank ... the guy spray himself in the first 5 seconds of the video kind of tipped it off for me.

Youtuber also explicitly explains it to other commenter asking about whether pedestrians have right of way
