As I mentioned elsewhere, the authorities made very clear that if you chose not to evacuate, there would be no emergency services, for example, in Rockport, Port Aransas, or Corpus. I’m sure he was aware of this. There’s no way to do a rescue in this. In many cases, emergency services still have no access.
