More than that. I think that rather than HBO and Cinemax just being corporate siblings under TimeWarner, HBO formally has control over Cinemax. So it is like a sibling relationship with big brother having the power (if not the right) to make little brother eat worms.
Season one of Strike Back was a completely British series. For season two, Cinemax not only boarded as a co-producer, but as the senior co-producer, meaning they contribute more money to the production than the UK channel. So, like ApathyMonger said, Cinemax essentially took over the show.
The French series you have in mind is called Marseilles, and it is being done by Netflix. It is NOT a French remake of House Of Cards. It is just a political drama set in the city of Marseilles — although Netflix arguably wouldn't have any interest in doing it but for the success of House Of Cards.
