I have a very simple solution.  Work WITH the police.  Have a single officer assigned to a scrapper to go with them for the day.  Log the VIN of each junked vehicle or frame recovered, have the cop sign off on it, and present it, complete with police seal of approval to rid the trash, and scrap as is.
