We had a similar scandal in France back in the 80s, when lots of people were transfused with contaminated blood, and got HIV as a result.

Looked into it, and turns out that in France, if you lived in the UK for a year between the years of 1980 and 1996, you cannot give blood. Same goes if you've ever had a transfusion or have a blood-transmitted disease.
