From a legal perspective (registration) I think it’s typically based on the chassis. At least in California, to the best of my understanding, a Plymouth body on a ‘34 Ford chassis with a SBC is typically registered as a ‘34 Ford.

You are correct. Off street parking would be more accurate. If you dive into it, I’m not sure how many apartment and condo carports have outlets but it gets you in the ballpark. There is actually a Volt that street parks and charges down the street from me so that is certainly possible but more difficult.

The charging issue automatically excludes everyone who doesn’t have a garage. From the 2009 nation wide HUD American Housing Survey, 66% of homes have a garage or carport. That seems high to me, but gives a point of reference for home charging capabilities.
