I think there are social factors contributing to the increased *reporting* of gang rapes. There is so much shame associated with rape that only when the victim dies or the victim is foreign does the rape get reported.

If I have a budget of $100 and a population of 100 people in 2012, I spend $1 per person. If I have 110 people in 2013 and a budget of $105, the budget has grown by 5% but I am spending 95 cents…

The sequester is actual cuts. The proposed Republican budget (which is separate from sequester) has been described by them as just a slowing in growth of the budget, though that is debatable.

It's not just you. Every week, my husband and I note tha she is being tortured again. In fact, this episode was tame compared to what she usually gets.
