The agency fee most likely includes the legal fees. In surrogacy situations, the surrogate will have her own lawyer, and that is usually paid for by the bio parents through the agency. The agency is definitely more than just a head-hunter.
Unfortunately, they are bound by laws setting maximum amounts you can pay your surrogate. There’s a public policy argument against people buying babies.

Same. All I wanted was to get dressed up and have a classy evening out, so we did dinner at a trendy sushi place followed by cocktails.
