He was concerned with preserving the union. The Republicans were against slavery but once the war started were more concerned with keeping the states together. As a politician he would use anyone he could to achieve that end.

You’re on the right track. Real, measurable data found in duplicable studies will save and improve lives. Looking at some data and then falling back on cultural and/or political assertions won’t.
