Without mining you’d be sending smoke signals or message runners, something people today forget or never understand. The solution is actually recycling. I’m all for letting people who want to to live hand to mouth without modern technology; idealists tried it in the 1960s-1970s and got a taste of reality.

Don’t get me confused with any religious fundamentalists. States have laws protecting geology and cultural remains and need to enforce them. I’m in favor of enforcing those laws.
The federal government’s place is to deal with cases over reservation boundaries so that shouldn’t be a problem. They should have the right to enforce rulings over the states. The Indians’ management of their own lands should be their business. If they screw it up it’s their problem.
Most states have laws requiring geological and archaeological surveys and rescue work before projects can be built. I hope that includes Utah.
