Was your power supply set for 110V? I have seen PS’s set for 220V and they sometimes sorta look like they are working but dont.

Also getting the plates to align with the bore correctly can be a bit fidgety. If they don’t align perfectly, they can hold the throttle open slightly as they wedge against the bore. (make sure the plates are right side up as well, some are ground with an angle on them.)
