I have a theory... it is a survival technique. We walk back to our "herd" or "children". It makes sense. That is what was breed into us from thousands of years of our existence.

Actually, one can argue such leaders want these weapons so we don't attack and throw them out. So, dropping a ship to find their "secret" facilities would potentially make things worse since they would feel that their safety net is soon going to be under attack.
