Given the fuel restrictions I doubt it would ever be used. I don't know the full details but I'm pretty sure they can only use a certain amount of fuel over every three laps so to use 2000hp on one lap, they'd have to turn the engine right down for the other two to average our the total fuel use etc.
clearly they don't feel the issue is big enough, f1 cars have had low noses for ages apart from the last few years. Probably no more dangerous than the Webber style flips that were possible with the older noses.
