I think that the first part is good advice. There’s no point doing small volume trading on ETFs. I would still stay away from mutual funds if all I could afford was maybe $50-100 buck a month. You’d be better off saving up your dollars and making ETF purchases on a quarterly or semiannually basis. Just my opinion…
