I disagree. High fines are meant to act as a deterrent. If it was just a few grand, it wouldn't accomplish that. Now other businesses will think twice before engaging in discriminatory practices.

The BOLI encompasses several divisions, one of which is civil rights. A quick google search should answer all your questions.

Basically every state has an independent government body charged with upholding state anti-discrimination laws. That authority is granted by the state legislature. This is not fishy in the slightest. It is par for the course in anti-discrimination law, which exists at both the federal and state level.
