I want to support this game, I really do - but only on the condition that they get a better graphics designer. Good God.

Not to over-generalize, but my experience in Japan leads me to say it's because the Japanese tend to not stick their nose into what's not their business. It's a cultural thing. I've seen people ignore harassment on trains countless times, people crying, acting out strangely, etc.
