It's a '67 13-window deluxe. The rear hatch handle and gas door are '67-only items.

@KAdams1476: That's Walter, "the world's largest VW Bus". It's based on a fire truck chassis. The pic was taken at Buses by the Bridge in Lake Havasu in January. The panel belongs to Ronnie, the event organizer.

FWIW, it appears to be a 1966. It has the narrow-slot wide-5 wheels with flat caps, which were only used on the Ghia in 1966 (Though they did carry on until 1967 on the Beetle). My old 1966 Ghia cabrio:
