SAT scores have always been normalized. Numerical score represents your position relative to everyone else. So while you're not wrong, they didn't so much adjust the scores to hide declining schools, but the scores self-adjusted, because it's essentially curved.

Thankfully laws and cops are more lax here in Michigan. Although my 50cc Pug is the fastest of my bikes, and accelerates harder than all of the big-bore bikes in my area.
