Nope, the issue is simply that the ignition goes to accessory mode, which doesn't lock the wheel.

Simple answer: Column will only lock when car is in park and key is in "off" (not accessory) position and removed from the ignition cylinder. Driver has to knowingly put the car in park for the key to go to "off" and thus be able to be removed, where then the column will lock.
