Agree one million-ty percent. If you’re buying a car in the “basic transportation” category and it’s priced under $4k - $5k or the car has 200k+ miles or the car is more than 12 -15 years old . . . then asking for “all maintenance records” is unrealistic.

That’s a good point. If you’re a paying winter beater/bare minimum transportation price, then set your expectations accordingly. You’re not getting a gem for $3000. If you check out the important stuff though, you can get a pretty solid car for that kind of money.
