Yes, and I just replied to you. It might not be happening in this case because it has media attention, but people do slip through the cracks and letting the system use juvenile detention center for this purpose puts the minors at risk for this happening.

I don't have any sources, I just know that it happened to somebody in my extended family (who was also in foster care), and the law center who tried to help said that it happened more than we know.
