It really depends on the local. In CA it makes way way more sense than in Michigan. It could make even more sense as part a housing development where optimum uniform standards and installation was used from the start.

To be fair the upkeep on rural lines is high. Coops cant afford to keep up lines to rural customers if the customers arent paying.
