I think the answer is simply what you said: that Tony is at this point hoping he could trick the other players into believing that he can use the TP idol at the final four because the producers never specified publicly what its special power was. I'm not sure there's much other thinking on his part around it.

So Morty is only like 13 or 14 years old and he and Rick have only been doing stuff together for about a year or so (as per the intro). Presumably this is true for many Ricks, as most of the Mortys seemed to be pretty similar to the protagonist Morty. What, then, did the Ricks do before they started taking Mortys…

So the council of Ricks only accused protagonist Rick of killing a few dozen Ricks, but there were clearly quite a bit more Mortys there than that. Not sure what to make of that.
