The economics of refueling in space do not and will not make sense until we can manufacture fuel in orbit or elsewhere in space. Satellites, like the X-37, which can land for refuelling make more sense.
One, that's a disaster waiting to happen, and two, no government will stand for that. It is not only agianst a few international laws, but it also makes it easier to take out the few satellites North Korea will have in orbit with what will appear as accidents.
That short lifespan is the reason a multiple segment reflector is not feasible. The satellite could be made larger to carry more fuel but then you are looking at even more work to assemble it in orbit. The 13B is essentially modular allowing for three identical rotors to be combined with a common crank. They aren't true 20B's as the intake ports are different. Correct me if I'm wrong but I believe both engines displace 1910cc. A 26B can also be created in this fashion but crank strength becomes an issue.
