it’s likely the image was used as a placeholder until the correct image was generated/sourced - but was overlooked. When you have 1000s of assets and 10,000s of textures most of the checks are automatic - so the tools probably reported “pictureFrame_00073 : Has Picture : True” and just exactly what the picture

just a tip whenever you see images like this (that are really very good IMO), always look at the hair - dead giveaway. Oh and Bane’s skin is bad work - there is this thing called Subsurface Scattering, and it’s almost always used improperly, as it is here.
