I am an apartment manager.. if this is not in the Lease it can not be done. One (manager or owner) can not just “make a rule” that cars will be towed. If the Lease that the Tenant signed stated that you get a parking space, and there is no qualifications (such as condition of the car) in that Lease.. towing is theft.
