This is tricky, in the last place I worked the department I was in (Treasury) had an “up or out” mentality. you COULD NOT sit in a job for more than 4 years. Most people rotated after 18 months to 3 years. This was discussed openly, there were a finite number of spots, and every year they would bring in 6 to 10 MBA’s…
