To “pack the court” basically requires a party hold a trifecta. Theoretically, a packed court with a reinforced Voting Rights Act that ends gerrymandering would make it nigh impossible for the GOP as they are currently constructed to ever hold all three.

Public polls are heavily against state splitting, court packing and abolition of EC. Anyone who wants to try walking down that path can expect to become a political pariah shortly.
