Yes, peaked = got better. South Park is a notable example of a show that peaked, ie reached the height of its greatest after season 6. That was the whole point of the discussion, it's incredibly rare for a show to peak after season 6.

Don't know anything about the Babylon 5 movies, but Fire Walk With Me is 95% prequel, so it's hard to imagine them following that path.

I would keep all of season 5 and 6- I think even the weakest episodes had their charm (and from season 4 I'd keep "Herstory of Dance" "Intro to Knots" and "Basic Human Anatomy").

If you're talking cultural impact then this list is a mess. Entourage has definitely had more cultural impact than Rome or Spawn or Oz and probably more than Deadwood, and even probably The Wire if we're being honest.
