The 2nd scenario makes a lot of sense to me, and I think also would explain some of the nuances of Roger and Bert's relationship AND Roger and Don's relationship (seems sometimes like Roger sees Don as a kind of parental figure more than vice versa).

Come on now, Winter Soldier was really close to "world ending stakes," what with Hydra planning to wipe out huge portions of the human population, with options to continue wiping people out in perpetuity. And GotG absolutely had "world ending stakes," it's just that the world wasn't Earth.
