In some cases, yes, but engine rpm, duty cycle, and the ecm programing dictate this. Not all cars are the same.

If the fuel injection were cut off while in gear, with you foot off the gas( presumably coasting down a hill) the fuel has not been cut off; elsewise the engine would not being running without said fuel source. Losing engine braking going downhill is a more compelling reason to leave the vehicle in gear anyway, not…
