I had a similar reaction to "Extreme Measures", but I think that was because I got caught up with the plot bits that didn't work so well ("Dreamscape") instead of appreciating the character interactions (like Zack did).

As Zack points out, this episode wouldn't have kicked as much ass in isolation, but it was set up by the previous episode. (Well, and the past 6.5 seasons, too.)

It works on two levels. Damar is told something he needed to hear, and Kira said something that had to come out. (As Zack pointed out, a nice showcase of her character's experiences.)
