Calling 911 and informing the police there is a restraining order? Thus it is violated by contacting her and he is arrested?

If she has the restraining order and he does any of things you speculated about, then he violates the restraining order and is arrested. Him being arrested then buys her more time alive. Also if he cannot make bail or violates the conditions of his release, he is secured in jail.

Especially when she lets him in.
