It was a dull episode. Sadly, it’s the same formula TWD uses every season to fluff out a full season order. I know every show needs its quiet moments, but sometimes these fluff episodes are just horrendously unnecessary.
But if the Jay on Earth-1 was Zoom all along, how did he fake his blood samples when Caitlin was checking his health? It’s already been established that Zoom is way faster than anything Flash has seen before, so what benefit could be gained from using Velocity when he was already fast without it?
I don’t know if introducing Earth-3 at this point wouldn’t serve to confuse viewers with all the alternate bodies and doppelgangers. I wonder if the Jay Garrick in the mask is a past version of himself that Zoom has imprisoned to keep him from dying and undoing the timeline.

Exactly. Fictional characters do not technically have set ethnicities as they are not real to begin with. I thought Idris Elba was great for the Heimdall part in Thor.
