K9999, unfortunately, will likely never be in a KoF again. Since he pretty much is an ersatz Tetsuo, I believe SNKP considers him a legal nightmare and he's been replaced by a character called Nameless in KoF2002: Unlimited Match. So, grab KoF2001 and vanilla 2002, because that's the only games you'll see him in.
