First off, cars already do that. DBW cars generally cut throttle when both pedals are applied.

Two 8 hour classes would be enough to get people motivated. Then have them re-up every 2 years or so with a 2 hour refresher.

I add oil and kernels all at once, and leave the lid tight until the first ones pop, then shift the lid so the steam can escape, and just let it pop. Once it slows down, remove the lid, and enjoy the pop corn.
