Gas stations will do that to gain customer loyalty. My friend will see the same people over and over and occasionally give them a discount or say that they can pay for it later (people who come in multiple times a day to buy a beer or a coke or something) and they stay loyal.
Smokes are one of the best deals. The cigarette companies actually GIVE you money when you sell a carton (as in, the whole sleeve, whether individual packs or as a whole carton) and you make a good bit off each sale as well.

Where I live, there's a hookup for a washer and dryer, you provide it. That is the only set of appliances the apartment doesn't come with - they have a fridge/stove/oven/dishwasher that they cover repairs on.
Pretty sure that's common practice to ask for the owner regardless of who it looks like you're talking to. You don't want to assume anything.
