It has too much detail to be just concept art. Concept art is mostly to show off an idea, style or design of something before it is taken to the next level of detail.
E3's format just doesn't work. It is a press event, yet it has booth babes and handouts. Most of the game press that goes to E3 has an agenda set up to maximize the information gathered that they then share with their readers and viewers. They dodge all the commercial mess to watch videos in a dark room off the show…
Although I agree with you and see the problem of poor communication, I got a 32" 720p HDTV off Craigslist for $60 — the same price as a full-priced, retail game. Not to mention I got it last summer...
