The “fact” is the difference in speeds is generally what causes issues.
If granny is going 45 in a 70, or lane camper is going dead-nuts the speed limit and all other traffic is going 75-80 (as is common where I am) then THAT is the problem. That driver is causing a bottleneck and that is unsafe.
