Him not shooting him in the chest made him incompetent. The guy was a dangerous criminal on the run who refused to drop his knife when ordered to. And as we saw Roy was ready to use that knife. Seems like a pretty good reason for a cop to shoot someone if there ever was one.

It is not a “Minnesota accent.” It is a dialect (within one’s native language, accents are impossible), and it is specific to the Iron Range in the upper north of the state. A person who knows what they are talking about wouldn’t blandly call the Glaswegian burr “an English accent.” That’s the level of error here.
