I’m not saying the act of blocking someone is bullying. That’s fine. It’s when someone threatens you that they’re going to block you if you decide to play or talk about a game that has no effect on the other person whatsoever. That’s when the bullying comes into play in this situation.  It’s about intent.

I would categorize it as bullying as you are playing with someone’s anxiety and manipulating them, trying to have as much control over the situation as possible. That’s 100% bullying.
