It’s called the Rhava Velar in Bloodstained. You have to craft it. Don’t remember all the ingredients off the top of my head, but I know you need a drop from the optional slot machine boss that’s close to where you fight Gebel, and the enemy that has scissors for hands (pretty early enemy in the game).
