Really? I knew about the Mew glitch way back when I was still playing Red. If you just do the Mew glitch, you catch him at level 20 in Cerulean City. Nothing game breaking, he's pretty tough to level up.

Was the Mew glitch not common knowledge? It's not exactly legal, since it's exploiting the game code, but it's not straight up Gameshark either. You can have all 151 without using a cheat device!
