Personally, I don't think she has that issue in every scene. Her clothes look like what I buy at thrift stores/crossroads in LA. there are a few work outfits that look nicer, I assume she borrows those from Molly who looked annoyed when Issa asked to borrow an outfit in the pilot (telling me it probably happens a lot).
