In Bad Company 2 the game has kill cam if the server wants it to be on, and personally I play nothing but hardcore in the game, and no kill cam there.

Fuck my PC gaming. I'm dusting off my Xbox. I loved Fires of Liberation, and HAWX haven't really satisfied my flying needs, so fuck it, I'm getting this game. This cannot pass by unplayed. It seems too amazing, it looks too good.

Actually I have never heard any complaints about the lack of mod tools for Bad Company 2.

Bad Company 2 didn't have mod tools, neither did Bad Company (though it was consoles only so no surprises there), and there was very little to almost no modding going on in Bad Company 2, but I didn't bother. Bad Company 2 is fine without mods, and I'm certain Battlefield 3 will be aswell.
