At my company, you start accruing monthly, so like 3.some-odd-hours per month, with a max of 1 week off by EOY. So sure, you could take your 3 hours off during your first month if you wanted, but you don’t get any real time until it adds up.  The second year, you start off with a week to use by EOY.
